This change adds:
DatastoreOptions API changes for tracing control using ENABLE_DATASTORE_TRACING flag and DatastoreOptions.
TraceUtil (and its implementations) interface enables interfacing with tracing controls.
OpenTelemetry API and SDK dependencies
Fixes #1428 ☕️
